Vivicta has been selected as the Legal Register Centre’s partner for artificial intelligence expert services in AI agent development and AI-enabled software engineering. Vivicta will provide expert services in two key areas, with a combined estimated value of approximately EUR 2.3 million over the four-year contract period.
The collaboration supports the adoption of artificial intelligence and the development of new solutions across the Finnish Ministry of Justice’s administrative sector.
The collaboration is part of the Legal Register Centre’s AI and Automation Development Programme. It aims to accelerate AI adoption across the Ministry of Justice’s administrative sector and strengthen organizations’ ability to develop and deploy AI solutions securely and in a controlled manner.
Vivicta’s experts will support projects, system development, AI pilots and other assignments across the administrative sector. The work includes AI solution architecture, AI agent and software development, data management, DevOps and user experience design, helping turn pilots into operational services and systems.
“Opportunities to use artificial intelligence are expanding rapidly in the public sector. We need partners that combine strong technical expertise with secure and responsible implementation, while understanding the specific requirements of our operating environment. This procurement will strengthen the administrative sector’s ability to use AI effectively and in a controlled manner,” says Matti Lahti, Head of Architecture and AI at the Legal Register Centre.
More than ten bidders submitted offers for each of the two areas awarded to Vivicta.

The Legal Register Centre (Oikeusrekisterikeskus, ORK) is an expert agency within the administrative branch of Finland’s Ministry of Justice.
