Sovereignty ambition ahead of readiness

About the study

The Nordic IT Sovereignty Report presents findings from a study conducted by Vivicta in collaboration with Kairos Future. Based on insights from 320 senior technology decision-makers in large organizations across Sweden, Finland and Norway, the study highlights both the growing strategic importance of sovereignty and the gaps that continue to hold organizations back.

Why this study matters

The Nordic IT Sovereignty Report examines digital sovereignty among large organizations and reveals that ambitions are outpacing strategy, governance and operational readiness.

The report helps executives to:

  • Benchmark digital sovereignty and IT resilience readiness against Nordic peers.
  • Identify gaps between investment ambition, strategy and tested capabilities.
  • Understand the key drivers and barriers to digital sovereignty and IT resilience.

Top three findings from the study

Sovereignty shifts beyond compliance

Leaders are now increasingly viewing digital sovereignty as a strategic capability for maintaining control, continuity and resilience.

Sovereignty ambition outpaces readiness

70% expect sovereignty investment to increase, but only 29% strongly agree they have sufficient control over their critical data.

Sovereignty is not one-size-fits-all

Nordic organizations favour a flexible approach to sovereignty, matching requirements to workload criticality rather than relying on a one-size-fits-all cloud model.
