AI Governance as an enabler for scaling enterprise AI

Many organizations invest in AI but struggle to scale it. Learn how AI governance turns ambition into trusted, enterprise‑wide business value.

Nordic organizations are ambitious about AI. Across industries, pilots are running, productivity gains are being reported, and AI investments are increasing. Yet many organizations still struggle to translate this ambition into sustained business outcomes at scale.

At Vivicta, together with Kairos Future, we recently conducted the Nordic AI Navigator study, drawing on insights from 340 enterprise AI decision‑makers and practitioners in Finland, Sweden, and Norway. The study explores what drives real AI impact, and the barriers preventing organizations from fully realizing its value.

In the blog series “Breaking Down the Barriers to Enterprise AI” we break down the key barriers identified in the Nordic AI Navigator study and explore what it takes to overcome them in practice. This first post looks at one of the most fundamental enablers of scaling AI: governance.

 

Why AI governance has become critical – and why it does not have to slow you down

Only a small share of Nordic organizations manage to scale AI beyond isolated use cases into enterprise-wide impact. Our research in the Nordic AI Navigator study shows this clearly – and one of the most common reason is not a lack of ambition or investment, but uncertainty.

When governance is unclear, AI initiatives hesitate. Decision‑making becomes fragmented, review cycles multiply, and pilots struggle to move into production. Governance is often experienced as a blocker, even though its original intent is to reduce risk and build trust. In the scenario where the decision-making criteria is clear and providing needed and right-level documentation is facilitated the reviews are faster and there are fewer escalations.

Both our research and day-to-day work indicate that governance is seldom the core issue. What matters far more is how governance is shaped and embedded into everyday work. When it appears late or mainly as an added control layer, teams are left navigating uncertainty rather than moving forward with confidence.

By contrast, organizations that scale AI successfully treat governance as an enabler of speed, confidence, and value creation.

 

Governance beyond compliance

In our recent webinar on AI governance ([link to webinar]), we discussed a shift we consistently see across organizations: AI governance is moving beyond legal compliance into a broader business concern.

AI governance today cuts across multiple dimensions at once. It starts with the obvious: regulatory compliance, including readiness for the EU AI Act. But it quickly extends into responsible and ethical AI use, data protection and security, and questions of transparency and explainability: how AI decisions are made and how they can be understood. And beyond the technical and legal, governance also shapes operational efficiency and delivery speed, as well as the trust organizations build with customers, employees, boards, and investors.

For product teams AI governance brings clarity on what can be shipped. For legal and risk management it provides structured oversight and means for control instead of reactive firefighting. And the leadership team gets both visibility into AI risk exposure and ability to follow that the investments made are actually bringing something in return.

When governance is weak or fragmented, organizations act with caution. Progress slows because risk is unclear. When governance is clear and proportionate, teams understand the boundaries and can move faster within them. Governance also enables the culture around AI and at its best it empowers employees.

This is why some organizations experience governance as friction, while others use it to accelerate innovation safely.

 

What the Nordic AI Navigator tells us about governance maturity

The Nordic AI Navigator study highlights AI governance as one of the most significant barriers to AI maturity.

Several patterns stand out:

  • Only a minority of organizations have clear executive ownership of AI.
  • Responsibility for AI is often fragmented across IT, data, legal, and business units.
  • Governance, compliance, and accountability consistently rank among the top blockers to AI maturity.
  • Data management and data governance are among key brakes for scaling AI.
  • By contrast, the most mature organizations – roughly the top 20% – demonstrate clear ownership, well‑defined frameworks, and governance embedded into daily operations.

Overall, the findings reflect an operating model challenge. Fragmented governance limits leadership visibility and confidence, slows development teams through unclear decision paths, and ultimately results in AI solutions that users experience as inconsistent or difficult to trust.

 

What it takes to succeed with AI governance

Based on both our research and experience, successful organizations tend to make a few excellent choices early on even before there is pressure to do so.

  • The first is assigning clear executive ownership for AI strategy, risk, and outcomes. Without it, accountability diffuses and decisions slow down.
  • The second is defining governance and compliance principles upfront rather than case by case, with room for reasoned modifications when context genuinely demands it. 

Successful organizations also consciously separate experimentation from controlled production use: knowing which mode you're in matters more than it might seem. Across teams, platforms, and use cases, they apply consistent core rules while staying flexible on context. And perhaps most importantly, they embed governance into day-to-day operations rather than treating it as a top-down exception process that kicks in only when something goes wrong.

That flexibility on context deserves a moment. Not all AI use cases carry the same risk, and governance that treats all the cases equally is frustrating for everyone. A customer-facing predictive model and an internal drafting assistant operate in fundamentally different contexts and carry different risk levels, and good governance design reflects that. Overall understanding the different contexts an organization operates in, is crucial. Proportionality is not a bad thing, it is good design.

What these choices have in common is that they reduce ambiguity. And reducing ambiguity, more than almost anything else, is what makes scaling AI with confidence possible. In practice, this means faster time to production, fewer escalations, cleaner audit trails, and more confident investment decisions - the kind of outcomes that convert AI investment into real business value.

 

Our own governance journey at Vivicta

At Vivicta, we started our own AI journey with some fundamental questions: Who actually owns AI outcomes here? How do we ensure what we build is transparent and responsible? How do we grow without quietly accumulating risk?

Our simple answer was to treat governance as a foundation, not a constraint. We designed clear AI policies, defined ownership across the AI lifecycle, and embedded governance into how AI is built and operated rather than adding it on top afterwards. For us, ownership includes accountability for go/no-go decisions, accountability for model use in production and owning also the monitoring and change and retiring decisions.

This journey was not instant. Identifying system ownership, agreeing on review practices, and building shared understanding takes time. But the result is clarity. Teams know what is expected. Reviews are faster. Compliance is auditable. Most importantly, confidence increases, which makes scaling possible.

In our work with customers, we focus on making AI governance practical, proportionate, and actionable. And making sure that AI governance enables business value creation, not hinders it.

This means helping organizations:

  • assess their current AI governance maturity
  • clarify ownership, roles, and accountability

  • embed governance into operating models and AI lifecycles
  • support governance with the right tools and partners, such as Saidot
  • operationalize governance so it works consistently at scale

Typically, the starting point for our customers is that there are already plenty of AI in use, some policies and guidelines written and attempts to clarify the roles and responsibilities. Thus, our first aim is to understand the current situation and what strengths and pitfalls it has.

We also want to understand the business goals for AI use, to help designing the governance that supports the goals. And we don’t leave it to just design and documenting, but we are there also for operationalising building the control catalogues, training and supporting the different roles, helping with the tooling and enabling more sustained lifecycles. The outcome then is safer scaling of AI utilization.

When governance is done right, it does not slow organizations down. It creates the confidence needed to move faster, make better decisions, and scale AI investments into sustained business impact.

 

Looking ahead

AI governance is only one of several barriers standing between AI ambition and real business outcomes. In the coming posts in this series, we will explore data foundations, competence gaps, leadership, and the challenge of scaling beyond pilots and how these barriers interact.

But governance is often where it starts.

Because when organizations know who decides, how risk is managed, and where teams can move with confidence, AI can finally move from promising pilots into real operations.
