Vivicta today launches the Nordic AI Navigator, research examining enterprise AI maturity across Sweden, Norway, and Finland. Based on insights from around 340 senior decisionmakers, the study reveals a clear paradox: while belief in AI is strong and ambitions are high, many organizations struggle to translate their intent into enterprise-wide AI adoption.
More than half of Nordic organizations report measurable productivity gains from AI initiatives, and a majority plan to increase their AI investments. Yet only a small minority operates at a strategic or enterprise-wide level of AI maturity. Most organizations remain in early, opportunistic phases - running pilots and isolated initiatives that fail to scale into everyday operations. Experimentation naturally serves as an important first step for awareness building and innovation. Few organizations report strong top management sponsorship or a clearly articulated AI vision.

The organizations that move fastest are willing to challenge themselves by setting goals that cannot be achieved through traditional means. Those organizations are also investing decisively in new capabilities. Based on our experience, real progress happens when the CEO sets a clear direction for AI, links it to business goals, and drives a practical plan for adoption. Lasting transformation is achieved by mobilizing the full ecosystem through experimentation and continuous learning,” says Satu Kiiskinen, CEO of Vivicta.
The study shows that early productivity gains have not yet been translated into sustained enterprise level maturity. Progress across strategy, enablement, and governance remains uneven, and AI investments are still modest compared to overall IT and innovation spending. As a result, many organizations continue to operate at an early stage of AI maturity, with fragmented impact rather than scaled business value.
At the same time, expectations for AI are accelerating. Organizations anticipate increased investment and more advanced use cases in the near term - particularly in agentic AI. Most respondents have already piloted autonomous AI agents or expect them to play a role in operations within the next 12 months. This signals strong intent, even as execution challenges persist.
“These findings highlight challenges that go beyond technologies or use cases. According to our research, the main barriers to largescale AI adoption are fragmented data, a shortage of AI and data talent, and uncertainty around governance, compliance, and ethical considerations. When investments in AI remain limited compared to overall IT and innovation budgets, progress inevitably slows. The gap is not technological but structural, and closing it requires clear decisions and long-term commitment,” Kiiskinen continues.
